Terms of Reference for a Nutrition expert

Mission: Understanding acute malnutrition and the risk thereof in Laos, assessing
the need and relevance of an ACF intervention and design of potential activities.
Timeframe: ASAP for 6-8 weeks: Desk Study, Field Assessment, Dissemination of
Findings, Project Design
Location: Vientiane (desk study and meetings) and one or two geographical areas
for surveying
Background
ACF is contemplating launching a rapid assessment on the acute malnutrition
situation in Laos. ACF’s intention is to include this intervention in the broader
scope of the coordinated response to malnutrition in Lao PDR (ie through the UN
REACH initiative, in which the Lao government / Ministry of Health plays a central
role, and with partners such as UNICEF), in order to ensure complementarities and
avoid overlaps.
Scope for the study
• Evolution of acute malnutrition prevalence through time
o Understanding historical evolution and recent downward trend (Why? What
underlying causes? What relationship with food insecure areas?)
o Run rapid acute malnutrition-focused surveys to cross-check data and
estimate GAM / SAM case loads in two regions
o Assessing population vulnerability to acute malnutrition, in the context of:
Overall high rates of chronic malnutrition and food insecurity in Laos
Global food price rise and increased pressure from the recent flood events
Replacement of subsistence agriculture by commercial agriculture
• Institutional capabilities to track and respond to acute malnutrition
o Resources (MoH and national health system, Nutrition University curriculum,
impacts from NNP)
o Existence of treatment for acute malnutrition (hospitals, community-based
approach)
o Existence of surveillance systems and early-warning mechanisms
o Current and foreseen external support (INGO, UN, bilateral donors)
• Recommended action plans to fight acute malnutrition (and risk thereof)
o Infant and Young Children Feeding (IYCF) practices
o Surveillance system
o Capacity building interventions on acute malnutrition diagnosis and
treatment
o Micronutrient malnutrition
